The steel comprises the following components in percentage by mass: 0.06-0.12% of C; 0.25 to 0.40 percent of Si; mn: 1.15 to 1.55%; less than or equal to 0.015% of P; s < = 0.005%; 0.40 to 0.65 percent of Ni; 0.25 to 0.45 percent of Mo; 0.04% to 0.06% of V; the content of Als is 0.020 to 0.050 percent; 0.015% to 0.035% of Nb; 0.015 to 0.025% of Ti; 0.004-0.018% of RE (rare earth), and the balance of Fe and inevitable impurities.
