There is provided a method of transmitting power of a wireless power transmitter, comprising: a receiving phase of receiving a signal comprising an FOD state packet from a wireless power receiver; a first determination stage of determining, based on the FOD state packet, whether a foreign matter is present in the charging area of the wireless power transmitter; a power control phase for controlling the power transfer in a first power transfer mode when it is determined in the first determination phase that there is a foreign matter in the charging area, or for controlling the power transfer in a second power transfer mode when it is determined in the first determination phase that there is no foreign matter in the charging area; and a second determination stage of determining whether a foreign matter is present in the charging area based on information other than information included in the FOD state packet, while controlling power transmission in one of the first power transmission mode and the second power
