The ternary composite blocking and controlling agent comprises the following components in parts by mass: 1-3 parts of a nutrient component, 1-3 parts of mineral source potassium fulvate and 1-3 parts of a microbial compound fertilizer, the nutrient component comprises the following components: calcium silicate, slaked lime, potassium sulfate and magnesium sulfate in a mass ratio of 33: (60-65): 7: (3.4-3.6); the content of humic acid in the mineral source potassium fulvate is greater than or equal to 60%; the content of mineral source fulvic acid in the mineral source potassium fulvic acid is greater than or equal to 5
