Methods, systems, and devices for wireless communication are described. In some systems, a remote user equipment (UE) may communicate with a base station via a relay UE. For example, a relay UE may operate as a Layer 2 (L2) UE-to-network relay supporting PC5-to-Uu bearer mapping, such that the relay UE forwards messages between a PC5 bearer for a remote UE and a Uu bearer for a base station. If the remote UE determines a trigger event, the remote UE may send a measurement report indicating a candidate relay to the base station (e.g., via the relay UE). Based on the measurement report, the base station may determine to switch the UE from using the first relay UE to using the second relay UE.
