The invention discloses an encryption and decryption method and system for an ArcGIS compact map tile. The method comprises the following steps: simultaneously encrypting file contents and file relative path names of a bindlx file of the ArcGIS compact map tile; only encrypting a relative path name for a bundle file of an ArcGIS compact map tile; calculating an original index file name and an original storage file name stored in the tile at the position during decryption; an encryption parameter and an encryption algorithm which are the same as those of encryption are adopted to obtain an encrypted bindlx file address and a bundle file address, and the content of the bindlx file is decrypted to obtain an original bindlx file; and reading tile binary data according to a storage principle of ArcGIS tight map tiles.
