The impregnating compound comprises the following components in parts by mass: 60-100 parts of a film-forming agent, 5-15 parts of a coupling agent, 2-5 parts of polyoxyethylene stearate, 1-4 parts of long-carbon-chain quaternary ammonium salt, 5-15 parts of silicon oxide and 10-20 parts of an auxiliary agent, the film-forming agent comprises an epoxy resin emulsion, a polyurethane emulsion and a polyacrylate emulsion, and the coupling agent comprises a curing agent and a curing agent. The mass ratio of the epoxy resin emulsion to the polyurethane emulsion to the polyacrylate emulsion is (4-7): 1: 1.
