Summary: | The invention discloses a cobalt-based oxide catalyst and a preparation method and application thereof. The preparation method comprises the following steps: dispersing cobalt acetate in a high-boiling-point organic solvent, heating, adding a carbonate aqueous solution, stirring for reaction to obtain a precipitate, cleaning, drying, and calcining in an air atmosphere to obtain the cobalt-based oxide catalyst. Furthermore, at least one of manganese acetate, cerium acetate and copper acetate is added into the high-boiling-point organic solvent.
