According to the method, low-carbon alcohol is used as a solvent, titanium tetrachloride is grafted on an amorphous silicon dioxide powder carrier in a liquid-solid phase reaction mode, and the amorphous Ti/SiO2 catalyst with high activity and selectivity is prepared. The amorphous Ti/SiO2 catalyst has a titanium active center structure which is completely different from that of a titanium silicalite molecular sieve TS-1.
