The system comprises a heating system, a deoxidizing system and a vacuumizing unit which are connected in sequence, wherein the vacuumizing unit comprises two stages of vacuumizing units which are connected in series. According to the invention, on the basis of the temperature of the demineralized water entering the deaerator, the control of the vacuum degree in the deaerator is realized through a liquid series vacuum-pumping process, so that the effect of effectively removing gases such as dissolved oxygen is achieved, and the energy consumption and the water vapor loss are reduced compared with the existing steam stripping on the basis of ensuring that the deaeration is qualified.
