The water-based covering agent for the steel material comprises polyurethane resin particles (A-1) and ethylene-unsaturated carboxylic acid copolymer resin particles (A-2), silicon oxide particles (B) having a mode particle diameter of 5-20 nm; an organic titanium compound (C); and a phthalocyanine pigment (F) covered with a resin and/or a surfactant, in which the content of the phthalocyanine pigment (F) is 0.01-10 parts by mass per 100 parts by mass of the total of the resin particles (A-1) and the resin particles (A-2), and the primary particle diameter of the phthalocyanine pigment (F) is 0.01-1.0 [mu] m. 该钢材用水性覆盖剂含有：聚氨酯树脂粒子(A-1)及乙烯-不饱和羧酸共聚树脂粒子(A-2)；众数粒径为5～20nm的氧化硅粒子(B)；有机钛化合物(C)；和被树脂及表面活性剂中的至少任一者覆盖的酞菁颜料(F)，其中，酞菁颜料(F)的含量相对于树脂粒子(A-1)与树脂粒子(A-2)的合计100质量份为0.01～10质量份，上述酞菁颜料(F)的一次粒径为0.01～1.0μm。
