The system comprises a slag granulation unit (1), a thermoelectric material power generation unit (2) and a power generation unit (3), the slag granulation unit (1) comprises a turntable granulation chamber (11), a wind crushing granulation chamber (12) and a slag collection bin (13) which are arranged in sequence, and a water cooling bin (19) is arranged on the outer side of the turntable granulation chamber (11); the thermoelectric material power generation unit (2) comprises a thermoelectric material arranged between the turntable granulation chamber (11) and the water cooling bin (19); the power generation unit (3) comprises a high-temperature air guide pipe (31) communicated with the rotating disc granulation chamber (11), a steam guide pipe (32) communicated with the water cooling bin (19) and a hot air guide pipe (33) communicated with the air crushing granulation chamber (12), and
