The invention discloses and relates to a high-concentration phenolic resin production wastewater treatment system. The phenolic resin wastewater mainly comes from distillation wastewater of phenolic resin production, and the treatment method comprises the following steps: (1) enabling collected wastewater to pass through a chemical treatment unit; (2) enabling the wastewater to enter a photocatalysis treatment unit through different regulation methods, decomposing phenolic compounds by using a composite titanium compound through ultraviolet irradiation, regulating the pH value, turbidity and water inflow to enable the wastewater to meet reasonable requirements, and enabling the wastewater to enter a biodegradation treatment unit; (3) fully degrading the wastewater in a biochemical degradation sludge treatment unit; (4) sampling from the wastewater detection unit for detection; and (5) carrying out mud-water separation on the separated sludge treatment unit to obtain a mud cake and filtrate, introducing the fi
