The water outlet assembly is arranged above the rotational flow assembly and communicated with the outlet, the detection assembly is arranged in the reaction tank and located below the outlet, and the rotational flow assembly utilizes water flow and air flow to form shearing force, so that formation of granular sludge is accelerated; the condition that part of granular sludge is broken by blades of a reflux pump due to the fact that hydraulic shearing is in
