According to the flame-retardant insulating material provided by the invention, the crosslinked polyethylene is taken as a matrix, the magnesium hydroxide is modified, and the magnesium hydroxide is compositely loaded by using the organic carrier, so that the agglomeration of the magnesium hydroxide is prevented, the flame-retardant property of the insulating material is improved, and due to the addition of the organic carrier, the mechanical property of the crosslinked polyethylene is further improved. The flame-retardant insulating material provided by the invention does not have the problems of moisture absorption and damp of mineral insulating materials.
