Summary:The invention discloses a base band receiving system and method for ground-based navigation signals, and aims to capture and track ground-based navigation time-hopping spread spectrum signals. The system comprises a carrier digitally controlled oscillator for generating a local carrier signal; the digital down converter is used for converting an input intermediate frequency sampling signal into a zero intermediate frequency baseband signal and realizing carrier stripping; the code generator is pushed by a code clock signal output by the code numerical control oscillator to generate three paths of pseudo code sequences, namely morning, instant and evening; the correlator group is used for carrying out correlation dispreading on the baseband signal and the three paths of pseudo code sequences to obtain early, instant and late I/Q integral values; the time slot counting and interrupt request module is used for continuously counting time slots, comparing the count with the stored signal emission time hopping patt
