The invention discloses a modular intelligent transformer air cooling control device which comprises a cabinet body, at least two air cooling control mechanisms are arranged in the cabinet body, and each air cooling control mechanism comprises an operation panel, a shell, a controller module, a dual-power-supply switching module, a working current detection module, a leakage current detection module, a fault delay relay and a silicon controlled rectifier. The dual-power switching module, the working current detection module, the leakage current detection module, the fault time-delay relay and the silicon controlled rectifier are all electrically connected with the controller module. Meanwhile, the invention discloses a control method based on the device, by adopting the modular intelligent transformer air-cooling control device and the control method thereof, all the air-cooling control mechanisms operate independently, automatic control and protection of multiple sets of coolers can be achieved without unifi
