The invention relates to a printing device and a printing method for simulating multi-layer concave-convex offset printing. The device comprises a paper feeding unit used for inputting a printed matter to be printed; the plurality of printing groups are used for printing ink on paper; the oil passing seat is used for printing UV gloss oil on the ink; the drying mechanism is used for curing the UV gloss oil and the printing ink to form a concave-convex offset printing simulation effect; and the paper collecting unit is used for collecting printed matters after printing. The printing method comprises the following steps: printing a layer of base oil on the surface of a printed matter; printing a layer of shrinkage oil on the base oil where the concave-convex effect needs to be achieved; another layer of shrinkage oil is overlaid on the shrinkage oil, and partial drying is conducted through the UV lamp; the UV gloss oil is overlaid on the shrinkage oil and cured through the drying mechanism, so that the concave-
