The swing guide pulley comprises a pulley body, an electromagnetic brake, a rotating frame and a limiting plate. The pulley body is mounted at the front end of the rotating frame through a pin shaft; the upper end of the rotating shaft is connected with an electromagnetic brake rotor of the electromagnetic brake; a friction plate of the electromagnetic brake sleeves the lower end of the electromagnetic brake rotor and is fixed on the mounting device; when the electromagnetic brake is electrified, the electromagnetic brake rotor rotates to contact with the friction plate to generate friction force, and the rotating shaft stops rotating through the friction force; the limiting plate is installed on the electromagnetic brake rotor, a limiting groove is formed in the limiting plate, and the limiting bolt penetrates through the limiting groove to be fixed to the installation device.
