The method comprises the following steps: smelting molten iron in a converter, and respectively controlling the argon flow at the early stage and the later stage of the converter smelting; alloying the molten iron smelted by the converter to obtain first molten steel; the first molten steel is subjected to LF furnace refining, and the argon flow in the early-stage heating process, the alloy fine adjustment process and the later stage of LF furnace refining is controlled correspondingly; and adding low-nitrogen ferrotitanium and/or a pure titanium wire into the first molten steel refined by the LF furnace under the condition of set argon flow, and feeding a calcium wire after waiting for set time to obtain molten steel.
