The low-vanadium catalyst comprises a carrier and an active component, the carrier is NbtTi1-tOx, t is more than or equal to 0.1 and less than or equal to 0.5, and x is the number of O atoms required by element valence balance; the active component is vanadium oxide; on the basis that the mass of the carrier NbtTi (1-t) Ox is 100%, the vanadium oxide accounts for 0.8-1.2 wt% on the basis of V2O5. Compared with a traditional vanadium-titanium catalyst, the low-vanadium catalyst provided by the invention has the advantages that the operation temperature window is widened to 250-485 DEG C while the low vanadium content is ensured, the conversion rate of NOx within the temperature range reaches 90% or above, and the generation selectivity of N2 is good.
