The elevator counterweight structure comprises a counterweight frame, a left anti-falling screw rod, a right anti-falling screw rod and a plurality of mass blocks, the left side frame and the right side frame are C-shaped, and the opening sides are oppositely arranged; the lower end of the left anti-falling screw rod is vertically fixed to the left part of the lower frame; the lower end of the right anti-falling screw rod is vertically fixed to the right part of the lower frame; the mass block is an inverted-T-shaped weight block composed of a root part and a protruding part. A plurality of mass blocks are stacked and sleeved on the anti-falling screw rod through the middle anti-falling limiting holes, and the convex parts extend into the opening of the frame on the same side. The invention further provides an elevator device. The situation that local pressure in a narrow space between the elevator car and the elevator counterweight structure is instantly increased due to extrusion of a large amount of air an
