A fuel cell system is provided with: a fuel cell that supplies power to at least one load; a secondary battery connected in parallel with the fuel cell without via a converter, and passively charged or discharged according to the output voltage of the fuel cell; and a controller that monitors an output voltage of the fuel cell and executes a protection operation mode when the voltage of the fuel cell exceeds a first threshold value. In the protection operation mode, an operation command corresponding to a predetermined minimum power consumption amount is provided to a part or all of the at least one load. 本发明提供一种燃料电池系统，具备：燃料电池，向至少一个负载供给电力；二次电池，不经由转换器地与燃料电池并联连接，并根据燃料电池的输出电压被动地进行充电或放电；及控制器，监视燃料电池的输出电压，并且在燃料电池的电压超过第一阈值时执行保护动作模式。在保护动作模式中，对至少一个负载的一部分或全部提供与规定的最低消耗电量对应的动作指令。
