The invention discloses an oil-control and anti-acne composition, a skin care product and a preparation method. The composition is prepared from 1-8 parts of bioflavonoid, 0.1-30 parts of PCA zinc, 2-15 parts of olive leaf extract, 0.1-10 parts of ascorbic acid, 1-5 parts of bisabolol, 0.1-10 parts of ginger extract and 1-10 parts of simmondsia chinensis seed oil. The skin care product comprises 0.53%-16% of the composition, 1%-14% of an emulsifier, 1%-10.5% of a humectant, 0.2%-1% of an antioxidant and the balance of water, the method comprises the following steps: heating, stirring and mixing the antioxidant, the water, part of the humectant and part of the emulsifier until the mixture is completely transparent; adding the rest of the emulsifier, homogenizing, stirring and cooling to 42-50 DEG C to obtain a mixture B; and adding the composition and the remaining humectant into the mixture B, and fully and uniformly stirring to obtain the skin care product.
