The system comprises a pseudo-random coding photon counting laser ranging subsystem, a femtosecond optical frequency comb spectral resolution interference ranging subsystem and a data processing unit. During in-orbit operation of the ranging system, the tracking and capturing system performs passive tracking on space debris and provides prior azimuth information of a target to the system, and the guiding system points to the target and emits measurement pulse laser to the target.
