The method comprises the following steps: firstly, determining an eccentric parameter, a range thereof and a constraint condition, and constructing and determining an optimal agent model among the eccentric parameter, opening response time and closing response time; then constructing a high-speed electromagnetic valve eccentric parameter optimization design mathematical model based on the proxy model; and finally, solving the high-speed electromagnetic valve eccentric parameter optimization design mathematical model based on the proxy model to obtain the maximum eccentric parameter value allowed by meeting the constraint condition.
