According to one embodiment of the present invention, a wheel testing device is provided with: a track wheel support section that rotatably supports a track wheel; a wheel support portion that rotatably supports the test wheel in a state in which the test wheel is in contact with the track wheel; a first motor that rotates the track wheel and the test wheel; and a torque generating device for generating a torque to be applied to the test wheel.
