The invention relates to the technical field of uranium conversion, in particular to a comprehensive treatment method for converting uranium into alkaline uranium-containing and fluorine-containing wastewater. The method comprises the following steps: adsorbing uranium in the uranium-converted alkaline uranium-containing and fluorine-containing wastewater by using ion exchange resin to extract uranium until the uranium concentration in adsorption tail liquid is below 5mg/L; taking the adsorption tail liquid, adding calcium sulfate slurry under a stirring condition, and continuously stirring and filtering to obtain a filter cake and filtrate; adding an iron salt solution, an adsorbent and lime milk slurry into the filtrate, stirring, adding vegetable gum and a filter aid, continuously stirring, and filtering to obtain filtrate and a filter cake meeting exemption requirements; and adding an aluminum salt solution, hydroxyapatite powder and lime milk slurry into the filtrate, stirring, adding vegetable gum and a
