The invention discloses a graphene oxide loaded Ru-CoP-based aerogel as well as a preparation method and application of the graphene oxide loaded Ru-CoP-based aerogel. The graphene oxide-loaded Ru-CoP-based aerogel is prepared by the following steps: dispersing a powdery Ru-CoP-GO composite material in water, adding chitosan, uniformly dispersing to obtain a solution A, uniformly mixing the solution A with a solution B obtained by dispersing graphene oxide in water, adding acetic acid, removing bubbles, standing and drying, thereby obtaining the graphene oxide-loaded Ru-CoP-based aerogel. Wherein the weight ratio of the powdery Ru-CoP-GO composite material to the chitosan to the graphene oxide is 1: (3-10): (0.04-0.2); the concentration of the powdery Ru-CoP-GO composite material in the solution A is 0.5-2 wt%, the concentration of the chitosan in the solution A is 3-10 wt%, and the concentration of the graphene oxide in the solution B is 0.1-0.5 wt%.
