The method comprises the following steps: heating the tin stripping waste liquid, recovering dilute nitric acid through reduced pressure distillation, carrying out intermittent aeration to promote tin salt to be fully hydrolyzed, and then aging and filtering to obtain tin dioxide precipitate and first supernate containing iron and copper ions; adding alkali liquor into the first supernate, and filtering to obtain second supernate containing copper ions and iron sludge precipitate; the second supernate is electrolyzed to obtain copper; pre-treating the tin dioxide precipitate, fully mixing the tin dioxide precipitate with alkali in water, heating, adding a nonionic surfactant, and electrolyzing to recover compact tin.
