A battery management apparatus according to an embodiment of the present invention comprises: a state of health (SOH) calculation unit that calculates an SOH of each of a plurality of battery cells; and a balance target determination unit that selects, as a second battery cell, a battery cell having an SOC difference compared to a first battery cell having a lowest state of charge (SOC) from among the plurality of battery cells, the SOC difference being greater than or equal to a reference value, and determines a balance target by comparing the SOH of the first battery cell with the SOH of the second battery cell. 根据本发明的实施例的电池管理设备包括：健康状态(SOH)计算单元，其计算多个电池单元中的每个电池单元的SOH；以及平衡目标确定单元，其从多个电池单体中选择与具有最低充电状态(SOC)的第一电池单体相比具有SOC差的电池单体作为第二电池单体，该SOC差大于或等于参考值，并且通过将第一电池单体的SOH与第二电池单体的SOH进行比较来确定平衡目标。
