The invention discloses a dynamometer safety protection device and a control method. The dynamometer safety protection device is provided with a rack base, a first base, a second base, a rotating speed and torque sensor, a vibration sensor, a rotating shaft offset detection system, an electric hydraulic push rod mechanism and a controller. The rotating speed torque sensor acquires the rotating speed of the tested motor as a first rotating speed value; the vibration sensor acquires a vibration parameter of the tested motor as a first vibration parameter; the controller compares the first rotating speed value with a first rotating speed threshold value and compares the first vibration parameter with a first vibration threshold value; when the first rotating speed value is gt; a first rotating speed threshold value, and/or a first vibration parameter gt; the first vibration threshold value is in a serious fault state; the controller checks whether the rotating shaft offset detection system is powered off or not,
