The invention discloses a multifunctional flow choking and air locking device and method. The device comprises a ball inlet, a flow choking device shell, a flow choking device rotating disc, a first ball collecting opening, a broken ball collecting opening, a second ball collecting opening, a ball inlet guide rail, a first ball discharging guide rail and a second ball discharging guide rail. The method comprises the following steps: when a ball enters the device from a ball inlet, broken balls, scraps and dust entering along with the ball fall into the lower part of a shell of the flow plug when passing through a ball guide rail, and are discharged through a broken ball collecting opening; when a ball needs to enter the first ball collecting opening, the flow plug rotating disc is driven by the rotating shaft to rotate anticlockwise, and when the second round hole and the first ball discharging guide rail are opposite to the first ball collecting opening, the ball falls into the first ball collecting opening;
