A three-mode foldable scooter comprises a pedal, a rod, a handle, a head tube, a neck hinge, a pedal hinge, a wheel set, a neck controller and a pedal controller. The pedal includes a front pedal section, a rear pedal section, and a pedal hinge disposed between the front pedal section and the rear pedal section. The neck controller is configured to release the neck hinge for transition between an open neck position and a closed neck position. The pedal controller is configured to release the pedal hinge for transition of the pedal between an open pedal position and a closed pedal position.
