The invention provides a water-based formaldehyde-free adhesive for cigarette packaging as well as a preparation method and application of the water-based formaldehyde-free adhesive. The water-based formaldehyde-free adhesive is prepared from the following raw materials in parts by mass: 80-90 parts of water-based polyurethane resin; 10-20 parts of acrylic resin; 0.2 to 0.5 part of a sodium hydroxide solution; 1 to 3 parts of diethanol amine; 0.5 to 1.0 part of isocyanate; 0.5 to 1.0 part of a defoaming agent; 1-2 parts of a wetting agent; and 0.1 to 0.3 part of a thickening agent.
