The automatic control device and method for slow moving of the mining dump truck comprise a wet disc brake connected with rear wheels of the mining dump truck, the wet disc brake is controlled by a controller through a proportional control device, the controller is connected with a gradient sensor and a vehicle speed sensor, and the wet disc brake is connected with a radiator. The controller obtains current vehicle speed information through the speed sensor and compares the current vehicle speed information with the calculated current maximum allowable vehicle speed vmax; and if the current vehicle speed exceeds vmax, the controller sends an instruction, and the proportional control device carries out slow operation on the wet disc brake until the vehicle speed is reduced to v1. According to the automatic control device and method for slow moving of the mining dump truck, the maximum vehicle speed threshold value of the current vehicle is calculated in advance according to the gradient and the specified braki
