The invention provides a mains supply voltage monitoring circuit, a mains supply voltage monitoring method and application in a traffic signal controller. The mains supply voltage monitoring circuit comprises a strong current high-voltage input circuit, an optical coupler and a weak current low-voltage acquisition circuit, the strong-current high-voltage input circuit is used for connecting a mains supply input port to one side end of the optical coupler and forming a forward current loop between the mains supply input port and the optical coupler; the weak current low-voltage acquisition circuit is used for connecting a weak current input port to the other side end of the optical coupler and forming an acquisition current loop between the weak current input port and the optical coupler; an AD acquisition node is arranged on a circuit where the weak current input port is connected with the optical coupler and used for being connected with a voltage acquisition element. According to the invention, the complexi
