Summary:Provided is a technique that makes it possible to formulate an operation plan that is easily agreed by another plan subject, and makes it easy to adjust the overall plan. A system is provided with: a plan plan generation device that generates a plurality of plan plans that satisfy given constraint conditions; an evaluation device that evaluates the plan plan with a first algorithm and generates a self-evaluation value; an evaluation estimation device that evaluates the plan plan with a second algorithm different from the first algorithm and generates a cooperative target estimation evaluation value; and a cooperation target adjustment rate calculation device that calculates an adjustment rate indicating the weight of the cooperation target estimation evaluation value.
