The present invention addresses the problem of providing: a metal surface treatment agent capable of forming a coating film having excellent corrosion resistance and hydrophilicity on the surface of a metal material or on the surface; a method for producing a metal material having a coating film using the metal surface treatment agent; and a metal material having a coating film obtained using the production method. The above-mentioned problem can be solved by the chemical agent containing a prescribed amount of a water-soluble or water-dispersible resin (A) and a compound (B) having a nitrile group and an amino group being capable of forming a coating film having excellent corrosion resistance and hydrophilicity on or on the surface of a metal material. 本发明的问题在于提供一种能够在金属材料的表面或表面上形成耐腐蚀性及亲水性优异的皮膜的金属表面处理剂，以及使用了该金属表面处理剂的、具有皮膜的金属材料的制造方法及使用该制造方法得到的具有皮膜的金属材料。由于含有规定量的水溶性或水分散性的树脂(A)、以及具有腈基和氨基的化合物(B)的药剂能够在金属材料的表面或表面上形成耐腐蚀性及亲水性优异的皮膜，由此能够解决上述问题。
