The method comprises the following steps: mixing a silicon source, a guiding agent, an aluminum source and fluoborate to form gel, wherein the molar ratio of Na2O to Al2O3 to SiO2 to H2O to fluoborate is (0.5-10): (1): (5-40): (80-800): (0.01-0.5); carrying out static crystallization on the prepared mixed gel at 90-150 DEG C for 6-72 hours to obtain a boron-containing heteroatom Y molecular sieve; and introducing dry gas which is saturated by a gas phase crystallization substitution agent into the dried boron-containing heteroatom Y molecular sieve, and reacting at 140-800 DEG C for 0.1-48 hours to obtain the Y molecular sieve with high relative crystallinity and high silica-alumina ratio.
