Described herein are methods of functionalizing a fluorinated polymer wherein a reactive compound is grafted to the fluorinated polymer wherein the fluorinated polymer comprises at least one Br, I, and Cl group and is free of-CH2CH2-linking group. In one embodiment, a functionalized fluorinated polymer is disclosed comprising a perfluorinated polymer backbone and pendant groups on the perfluorinated polymer backbone wherein at least one pendant group conforms to Formula I: wherein Rf is a bond or a divalent perfluorinated group optionally comprising at least one intra-chain ether bond; z is I, Br or Cl; and X comprises a functional group selected from the group consisting of: an alcohol; phosphorous acid and salts thereof; phosphoric acid and salts thereof; a silane; an amine; an amide; a hydrocarbon optionally comprising an intra-chain oxygen, nitrogen or sulfur bond; carboxylic acids and salts thereof; an ester; sulfonyl fluoride, sulfonic acid, and salts thereof; and combinations thereof. Such functionaliz
