The method comprises the following steps: mixing ferrochrome, ferrotungsten, ferroalloy containing rare earth elements, an oxygen source and reduced iron powder to obtain a mixture; wrapping the mixture in a steel belt, and performing drawing diameter reduction to obtain a flux-cored wire; and after the flux-cored wire is subjected to electric arc additive manufacturing on a substrate, heat treatment is conducted, and the nano oxide particle dispersion strengthened steel is obtained.
