The invention provides a plant planning method for a nuclear power plant. The plant planning method comprises the steps of selecting consideration dimensions from a feature space of common equipment of the nuclear power plant according to plant planning requirements; selecting an attribute model of the common equipment corresponding to the consideration dimension from an attribute model library of the common equipment of the nuclear power plant according to the consideration dimension; and clustering analysis is carried out on the selected attribute model of the common equipment corresponding to the consideration dimension to obtain a plant planning scheme, and the plant planning scheme comprises the number of plants and an equipment set in each plant. Correspondingly, the invention further provides a plant planning system for the nuclear power plant. According to the method, on the premise that safe operation of the nuclear power plant is ensured and each device meets the corresponding arrangement and instal
