The preparation method comprises the following steps: adding deionized water, polyquaternium and hydroxyethyl cellulose into an emulsifying pot, dispersing, uniformly stirring, heating to 85 DEG C, preserving heat for 30 minutes, cooling to 45 DEG C or below, sequentially adding pantothenic acid, nicotinamide, trehalose, propylene glycol and benzyl alcohol, uniformly stirring, adding solubilized hydrogenated castor oil, essence and hydrolyzed silk, and uniformly stirring.
