The invention discloses an insulating drainage wire reel which comprises an upper reel, a lower reel and a base, the upper reel, the lower reel and the base are sequentially stacked in the vertical direction, the upper reel and the lower reel rotate relatively independently, concentric penetrating holes are formed in the rotating center of the upper reel and the rotating center of the lower reel, and the penetrating holes are communicated with the upper reel and the lower reel. The groove bottoms of the wire grooves of the upper reel and the lower reel are provided with wiring channels extending to the penetrating holes. The face, away from the lower reel, of the base is provided with a cross arm fixing structure fixedly connected with an external cross arm. The upper reel, the lower reel and the base are made of insulating materials. Therefore, the insulating drainage wire passes through the through hole and the wiring groove, the two ends of the insulating drainage wire are wound on the upper reel and the l
