The preparation method comprises the following steps: adding a niobium-containing compound into glucose-urea in a molten state, continuously stirring for 10-60 minutes after the niobium-containing compound is dissolved, then transferring a mixed solution into a hydrothermal reaction kettle, reacting for 12-48 hours at 180-220 DEG C, grinding the obtained mixture, and roasting for 3-8 hours in an inert atmosphere at 300-500 DEG C to obtain the catalyst. The method disclosed by the invention is simple to operate, the catalyst is stable in structural property and easy to repeat, and the obtained niobium compound (Nb2O5@C) has excellent catalytic activity and can be prepared on a large scale.
