The invention provides a fin structure, a heat exchanger and an air conditioner. The fin structure comprises multiple first fins which are sequentially arranged on a heat exchange tube at intervals in a sleeving manner in the extension direction of the heat exchange tube of the heat exchanger, and multiple second fins, wherein each second fin is arranged on the heat exchange tube in a sleeving manner; at least one second fin is arranged between any two adjacent first fins; and the shapes of the second fins are variably arranged so as to change the distance between at least part of the second fins and the first fins adjacent to the second fins.
