The filling material comprises a gelling material and aggregate, the mass ratio of the gelling material to the aggregate is 1: 4-1: 7, the aggregate is molybdenum tailings, and the gelling material comprises the following components in percentage by mass: 50-80% of converter steel slag, 20%-30% of desulfurized gypsum; and 0-20% of fly ash. The raw materials are all industrial solid wastes, so that the method has remarkable environmental benefits; according to the invention, cement clinker and granulated blast furnace slag are not used, and a chemical activator is not needed, so that the filling material has good performance; and the material also has the advantages of simple preparation process and low production cost.
