The method comprises the following steps that: a demultiplexing module demultiplexes N TS streams; the decoding module generates a PCR/STC sample value pair of each path of program, and decodes the video and the audio; the system time management module carries out calculation according to a preset mapping relation to obtain a PCR'/STC' sample value pair; the grouping and merging module recombines the decoded videos and audios; the coding module carries out coding compression on each path of recombined video and audio, calculates PCR information of each path of output program and carries out TS packaging; the multiplexing output module multiplexes the output program stream into a TS stream.
