The invention relates to a multi-source signal fusion target monitoring system and method. The system comprises a radar device which is used for actively monitoring a target entering a monitoring region, and obtaining the azimuth and distance information of the target; a video monitoring device comprising a visible light detector and a long-wave infrared detector and used for acquiring a visible light video image and an infrared video image of a target; a holder device used for installing the video monitoring device and controlled by a data processing device to drive the video monitoring device to rotate to a specified direction; and the data processing device respectively in data communication with the radar device, the video monitoring device and the holder device, and used for acquiring target azimuth and distance information in the radar device, controlling the holder device to rotate, acquiring the visible light video image and the infrared video image in the video monitoring device, and registering and
