The Cu cluster loaded TiO2 water treatment catalyst comprises 0.5-2% by mass of Cu and the balance of TiO2; the specific preparation method comprises the following steps: synthesizing ball-flower-shaped TiO2 (NFs) by using tetrabutyl titanate, N,N-dimethylformamide and isopropanol as raw materials through hydrothermal and calcination methods; then, treating TiO2(NFs), CuCl2.2H2O, KCl and LiCl as raw materials to synthesize the Cu monatomic TiO2(NFs) through a molten salt and H2 reduction method.
